How can one get Pr in Singapore assuming I apply in skilled worker category?

Or is it a good idea to move to Singapore on work permit and later apply for PR.
Im from Canada and Im looking at Singapore as one of my future destinations for settlement or retirement.
Please offer advise on how it is in terms of housing, healthcare, education, taxes, business, etc.
