cancel re entry visa

hello,, just hoping someone can help me to find a solution with my problem,,
my sister get her emergency vacation for 2 months in the Philippines with exit re entry visa,,,
now her re entry visa is nearly expire and she doesn't like to return here in Saudi due to personal
problem. where she can cancel the re entry visa in the Philippines and what procedure she will do and what are those requirements she must have so that she can cancel her re entry visa.
if she already cancelled her re entry visa, Is there any chances for her to return here in the KSA with no problems? hoping for your reply thanks
